Consultancy Services for Organizational Management and Contracting for the Vlietlijn Project

The Rotterdam-The Hague Metropolitan Region (MRDH) is expected to grow significantly in the coming years, with an additional 400,000 residents by 2040. This growth necessitates the development of affordable housing and job opportunities. A key area for new housing is the Central Innovation District (CID) and the Binckhorst neighborhood in The Hague, where approximately 25,000 new homes and an estimated 35,000 jobs will be created by 2040. This increase in population will lead to a rise in mobility needs. To address this, a new High-Quality Public Transport (HOV) connection, known as the Vlietlijn, has been proposed between The Hague and the municipalities of Leidschendam-Voorburg and Rijswijk, along with sustainable solutions for pedestrian and bicycle traffic. The Vlietlijn project is currently in the planning and study phase, with the preliminary design phase expected to be completed by the fourth quarter of 2025, and the draft design phase starting in the first quarter of 2026. The objective of this contract is to produce four cohesive documents to prepare for the implementation phase of the Vlietlijn project. These documents include: 1. Contracting strategy for the implementation phase; 2. Collaboration model; 3. Management and maintenance agreements; 4. Governance agreements for the implementation phase. The assignment involves delivering a foundation of agreements in the form of three interdependent documents that will establish the principles and rules for the implementation phase of the Vlietlijn project. These documents will be prepared for immediate signing by the seven project clients and two partners upon completion.
