    Brief

This procurement procedure aims to acquire butterfly valves and reducers through a framework agreement with two economic operators for a period of 36 months. Detailed technical specifications can be found in the terms of reference included in the procurement documents. Suppliers can request clarifications up to 18 days before the deadline for submitting offers. The contracting entity will respond clearly and completely to all clarification requests on the 11th day before the submission deadline. Revision clauses according to Article 236 of Law No. 99/2016: The procurement documentation contains a minimum set of specific information regarding estimates of minimum and maximum quantities that may be requested during the entire framework agreement, as well as estimates of minimum and maximum quantities that may be subject to a single subsequent contract awarded during the framework agreement. It is emphasized that these initial minimum and maximum quantities set by the contracting entity in the procurement documentation and later in the framework agreement are estimates of quantities that may be requested during the entire framework agreement and not exact quantities to be purchased, which may be smaller, equal, or larger than the estimated amounts, depending on the actual needs of the contracting entity. The effects of the framework agreement mainly concern establishing the terms and conditions governing public procurement contracts to be awarded within a certain period, particularly regarding unit price and, if applicable, the quantities considered. The contracting entity reserves the right to increase the estimated quantity in the procurement documentation by up to a maximum of 50% of the maximum estimated quantity for the framework agreement. The price for additional purchases based on the revision clause is the one from the financial proposal that underlies the signing of this framework agreement (adjusted as necessary according to the specific legislation's adjustment formula).
