    Brief

    This contract involves providing support services for the Territorial Contract for Reception and Integration in Dijon Metropole (CTAI). The CTAI aims to improve the lives of refugees and foreign individuals by engaging the local territories where they reside and coordinating the actions of local stakeholders. These are project calls led by the Interministerial Delegation for the Reception and Integration of Refugees (DIAIR) and the General Directorate of Foreigners in France (DGEF). Contracts are jointly signed by prefectures and willing local authorities to implement concrete actions for beneficiaries of international protection (BPI) and newly arrived foreigners. Public or private organizations, including associations governed by the 1901 law, can apply for this consultation. The actions, typically led by partner associations and sometimes by the local authority, address identified needs through a shared initial diagnostic, particularly in areas such as: - access to language training; - access to rights; - healthcare; - employment; - sports and cultural offerings; - development of connections with the host society. Dijon Metropole was one of the first local authorities to sign a CTAI in 2019, aiming to enhance the integration policy at the local level and better coordinate the work of field actors (state services, local authorities, and associations). They complement other initiatives, primarily the 'Strategy to Combat Poverty' and the 'Local Solidarity Contract.' On October 15, 2024, Dijon Metropole signed a CTAI with the Prefecture for the period from October 15, 2024, to October 14, 2025. This consultation aims for the CTAIs from October 15, 2025, to October 14, 2026, and from October 15, 2026, to October 14, 2027, to renew the dynamics and approaches of an associative support that will remain unique.
