IT Services for Mass Billing System Operations

This contract involves the operation, maintenance, and development of a Mass Billing System. The successful supplier will be responsible for the following activities for NHKV Zrt.: operating the Mass Billing System that uses a DB2 database engine developed in RPG programming language, providing hardware support (including extended manufacturer support), network management, IT security, virtualization, operating system management (including software tracking), database administration, application support, and technical tasks related to billing. The system will also require enhancements based on specific needs. Additionally, the supplier must provide leased line and server hosting (IaaS) services with 24/7 access. Key requirements for the server room include: a dual independent power supply for server racks, adequate uninterruptible power supply for server operation, generator backup in case of power outages, and redundant telecommunications connections for server access. The supplier must ensure 24/7 physical security for the server location and allow access for NHKV Zrt. staff at any time. The contract specifies the need for qualified technical personnel as outlined in the requirements. The hosting service must guarantee a minimum bandwidth of 1 Gbit/s for both upload and download. The successful supplier must implement a monitoring system to measure and report on service availability. The estimated number of clients is around 4 million, with approximately 20,000 invoices issued per contract period and about 80 million invoices stored in the system. Development hours allocated for system enhancements are 200 engineer hours, with an additional 100 hours for regulatory compliance and 100 hours for hardware and software operations.
