    Brief

    This procurement opportunity is for thermal imaging services for buildings. The services will cover facilities constructed by the City of Helsinki's Urban Environment Division (KYMP), including residential buildings, service homes, and associated small commercial, office, daycare, and parking facilities in new construction and renovation projects. A detailed description of the tasks included in this framework agreement is provided in the service description attached to the tender (Appendix 1) and other related documents. Suppliers will be selected based on this procurement process to enter into contracts for the provision of the aforementioned services (framework agreement). 3 to 4 suppliers will be chosen for the framework arrangement. If fewer qualified suppliers and acceptable bids are received than the number of contract suppliers indicated above, fewer contracts will be awarded accordingly. Orders will be placed based on a percentage distribution reflecting the overall economic advantage. This percentage distribution corresponds to the ranking of suppliers' bids in this framework agreement tender. The supplier-specific percentage is determined according to the comparison points (price points) received by the supplier using the following formula: Supplier's comparison points / total comparison points of all selected suppliers * 100. For example, with 4 selected suppliers: Supplier 1: 100 points, Supplier 2: 90 points, Supplier 3: 85 points, Supplier 4: 80 points. Total comparison points: 355. Supplier 1: 28.17% (100/355), Supplier 2: 25.35% (90/355), Supplier 3: 23.94% (85/355), Supplier 4: 22.54% (80/355). It is practically impossible to achieve this percentage distribution exactly during the contract period. Therefore, there may be a variation of +/- 5 percentage points per supplier in the actual distribution. The percentage reflects the monetary distribution of orders, not the distribution of the number of orders. The estimated value of the procurement over the entire contract period (including possible option periods) excluding VAT is 600,000 euros, and the maximum estimated total value of the procurement is 800,000 euros.
