Brief
This contract involves design services for Phase II, technical assistance from the designer, and execution of works for the project “Establishment of a Photovoltaic Panel Power Plant.” The main activities to be carried out under this contract include: I. Solution study for connecting the permanent production site CEF 4 MW to the electricity distribution network. II. Documentation required for obtaining the construction permit: 1. Project for authorizing the execution of construction works – DTAC; 2. Project for organizing the execution of works – DTOE; 3. Documentation for obtaining the Fire Safety Approval (after the DTAC is prepared, a viewpoint will be requested from ISU Brăila regarding the necessity of obtaining the Fire Safety Authorization for the photovoltaic power plant. If necessary, documentation will be prepared for obtaining the Approval). III. Technical execution project prepared according to legal provisions: 1. Written parts: general technical report, technical reports by specialties, specifications by specialties, lists of quantities of works (forms F1, F2, F3, F4, F5, as well as lists of quantities of works for site organization - with and without values), general investment implementation schedule - Form F6; Forms F1, F2, and F3 will be prepared separately for eligible and ineligible works. Based on these forms, general estimates for eligible and ineligible works will be prepared. To delineate eligible and ineligible works, the winning bidder will be provided with the Financing Contract. 2. Drawn parts: site plan, general plans, plans related to specialties, etc.; 3. Execution details; 4. Other documentation requested by institutions according to legal regulations necessary for the investment. IV. Technical assistance from the designer will be provided throughout the execution of the works and during the warranty period of the works. V. Execution of works according to the technical-economic documentation Phase II developed, ATR, and approvals requested through CU. The execution of the works will be completed through technological tests of the installed equipment and commissioning of the power plant. Following commissioning, the fulfillment of the indicators pursued at the project level will be recorded. The contractor, after commissioning the power plant, will provide consultancy to the beneficiary regarding obtaining the commercial exploitation license of the plant and for delegating/concessioning the right to exploit the plant. The estimated value of the design services contract - Phase II, technical assistance from the designer, and execution of works for the project “Establishment of a Photovoltaic Panel Power Plant” is 26,081,875.61 lei excluding VAT. The amount for miscellaneous and unforeseen expenses is not included in the estimated value. Miscellaneous and unforeseen expenses represent costs included in the general estimate structure of the investment objective, and the use of the amounts related to them is carried out, depending on needs, by concluding an additional act to the initial contract. In this context, the additional act will represent the expression of the mechanical application of contractual clauses/a non-substantial modification in accordance with the provisions of Article 221 of Law no. 98/2016. The number of days until which clarifications can be requested before the deadline for submitting offers: 20 days. The contracting authority will respond to clarification requests submitted on time 11 days before the deadline for submitting offers.
