    Brief

    The Natural Resources Institute Finland (Luke) is inviting bids for soil, water, and weather measurement sensors and related data services as outlined in the request for proposals and its attachments. The procurement is divided into four distinct areas: 1. Soil moisture and temperature sensors along with related data, calibration, and maintenance services. 2. Continuous water quality measurement sensors and related data, calibration, and maintenance services. 3. Groundwater and water level measurement sensors and related data, calibration, and maintenance services. 4. Sensors for existing systems and related calibration and maintenance services. Two (2) suppliers will be selected for Area 1 in order of priority. Three (3) suppliers will be selected for Area 2 in order of priority. For Areas 3 and 4, partial bids within the area are allowed, and one (1) supplier will be selected for each position. Participation in each of the above areas is possible separately. Suppliers may only offer products and services for the parts they have been selected for in the competition during the contract period. The value of the procurement is described and detailed by area. The values of the areas are estimates. The procurement will compare example products and projects. Products and services will be purchased according to the buyer's needs. During the contract period, the contracting unit may order products other than the comparison products. The buyer is not committed to minimum order quantities, and the contract does not include purchase obligations or grant the supplier exclusive rights to offer products and services. The procurement will be made under a framework agreement lasting two (2) years, which can be extended for two (2) additional one (1) year option periods.
