This procurement opportunity involves architectural design services for the development of technical-economic documentation, specifically the Approval Documentation for Intervention Works (D.A.L.I.) for the investment project aimed at rehabilitating the National Administration "Apele Române" headquarters located at Edgar Quinet Street No. 6, Sector 1, Bucharest. The services required include: 1. Preparation of the Approval Documentation for Intervention Works (D.A.L.I.), which includes studies and design. The project must adhere to the conclusions of Technical Expertise No. 597/2022, which states that the building meets essential quality, resistance, and stability requirements only up to seismic risk level II, as defined in the official Code P100-3/2019. Therefore, the building must be reinforced unconditionally, with the reinforcement solution based on a validated numerical model and a rigorous structural survey, requiring final approval from a technical expert. 2. Preparation of documentation to obtain all necessary permits and agreements for the Urbanism Certificate. 3. Updating the General Estimate (which reflects the value of the works to be executed) as requested by the buyer throughout the project duration until the technical project is contracted. 4. Supporting the Approval Documentation for Intervention Works (D.A.L.I.) in approval meetings to obtain the necessary approvals for technical-economic indicators. Suppliers can submit clarification requests through SEAP (https://e-licitatie.ro/pub). Clarifications can be requested up to 18 days before the deadline for submitting offers. The contracting authority will respond clearly and completely to all clarification requests on the 11th day before the offer submission deadline.
