AI Platform for Combating Misinformation

This contract involves the development of a platform that will be used by the Ministry of Foreign Affairs to support efforts against misinformation. The platform will aggregate content from social media, the internet, and the Global Media Center (GMC) project systems, providing tools to help identify misinformation phenomena. Key features of the platform include: • Data aggregation from electronic media (web, blogs) and social media, with thematic categorization (tagging & archiving). The primary data source will be the GMC project systems, with direct data retrieval for data not available from these systems. • Categorization of collected content based on themes and keywords (tagging) in a digital repository, with search capabilities using multiple criteria. • Storage of examined and previously examined content within the platform, allowing easy retrieval through multiple criteria (filters). • Support for collaboration among different users and services of the Ministry through a unified collaborative platform with messaging and commenting capabilities on content. • AI tools for: o Detecting manipulated or synthetically produced multimedia content (deepfakes) in the form of images, videos, or audio. o Automatic geolocation assessment based on images or videos. o Image analysis and reverse search functionality to identify previous uses. o Claim detection in text and cross-referencing with verified claims through connections to repositories of verified misinformation phenomena. o Automatic speech-to-text functionality for further verification and processing. o Trend detection based on aggregated data (news and content from social media) that automatically enters the system in predefined themes, allowing users to identify and analyze emerging trends in real-time. o Topic detection and automatic grouping of content (tweets, articles, posts, etc.), enabling users for further analysis. o Mapping the propagation path of news/content (propagation graphs). o Community detection for content dissemination on social media. o Automatic report generation based on data from misinformation detection. o Detection of automated accounts (bots) on social media. o Automatic translation of texts. • Publishing and distributing content across multiple channels such as Web, RSS, Podcasting, Email, Social Media Accounts, Mobile, tablets, Digital signage, and in print format. The system will be hosted on equipment procured as part of the project. Specifically, the procurement and installation of central equipment, including racks for server installation and the necessary software for their operation, are requested. The project also includes the following services: • Development of an implementation study • Development of a security study • Development of a personal data protection study • Development of a compliance study with the AI ACT regulation • Development of a Business Continuity Plan and Disaster Recovery Plan • Conducting Penetration Test & Vulnerability Assessment • Development of an interoperability study • Training services • Support services during production and pilot operation • Warranty services for at least two (2) years.
