    Brief

    This contract involves the procurement of design and execution services for the investment project "Rehabilitation of Bucur Obor Passage." An expert assessment conducted in 2023 has determined the current technical condition of the Bucur Obor Passage and identified necessary works to restore it to a good technical state, in compliance with current regulations. The investment project aims to ensure safe and comfortable traffic on the Bucur Obor Passage. Additionally, it will bring the passage up to the required standards of strength and safety. The intervention works are essential to protect the existing structure, which may suffer significant degradation over time due to identified construction deficiencies, particularly from leaks through joints and degraded waterproofing on the reinforced structures. The estimated value of the procurement is calculated according to Article 9, paragraph 1 of Law no. 98/2016 on public procurement: "The contracting authority calculates the estimated value of a procurement considering the total payment amount, excluding VAT, estimated by the contracting authority, taking into account any potential options and extensions of the contract explicitly mentioned in the procurement documents." The estimated value of the service contract has been determined in accordance with DALI, version 2 recommended by the developer. Based on the general estimate, the financial breakdown is as follows: Estimated value of 114,939,186.57 lei excluding VAT, of which: - estimated value for construction and installation works related to site organization: 111,261,711.81 lei excluding VAT (including 2,528,057.46 lei excluding VAT for construction and installation works); - estimated value for design services: 2,828,826.74 lei excluding VAT; - estimated value for technical assistance services from the designer: 848,648.02 lei excluding VAT. The estimated value of the contract to be awarded does not include the amount for various and unforeseen expenses, which is 22,252,342.36 lei excluding VAT, specified in the project budget (general estimate), which may be accessed as needed through contract modification under the conditions provided in Article 221 of Law no. 98/2016 on public procurement, as amended and supplemented. Suppliers can request clarifications up to 18 days before the deadline for submitting offers. The contracting authority will respond clearly and completely to all clarification requests on the 11th day before the deadline for submitting offers. In this case, the deadlines for receiving clarification requests and for the contracting authority's response have been calculated to ensure that economic operators benefit from the 10 days provided by Article 161 of Law no. 98/2016.
