Flexible Workforce Services for Municipality of Noordenveld

The purpose of this procurement is to establish six (6) framework agreements with six (6) different suppliers for the provision of flexible workforce services, divided into four (4) lots. This will enable the contracting authority to legally and efficiently hire flexible workers and freelancers starting from January 1, 2026. The procurement is divided into four (4) lots: • Lot 1: Payroll services - one (1) contractor; • Lot 2: Social domain services - three (3) contractors with mini-competitions; • Lot 3: Outdoor management services - one (1) contractor; • Lot 4: Brokerage for spatial domain, business operations, and indoor management - one (1) contractor. Estimated values for the lots are as follows: Lot 1: €1,000,000; Lot 2: €2,200,000; Lot 3: €2,400,000; Lot 4: €15,600,000. These estimates are based on spending data from the past four years and are indicative only; no rights can be derived from them. Therefore, the agreements will be capped at 150% of the mentioned amounts to ensure they remain effective throughout the contract duration.
