The Budapest XV District Municipality is initiating a procurement procedure for laboratory reagents to be used in the Central Laboratory of Dr. László Vass Health Institution. This procurement is divided into two parts, allowing for partial bids. Suppliers must provide, install, train personnel, and maintain new laboratory automation devices that have not been previously used. The costs associated with the installation and operation of these devices, including maintenance, repairs, and training, must be included in the prices of the offered reagents and supplementary items. No additional costs or fees related to the devices can be charged by the suppliers. The offered laboratory automation devices, reagents, and supplementary items must come from the same manufacturer, with the exception of control materials for internal quality control, which can be sourced from independent manufacturers. The buyer will enter into a framework agreement for the procurement of laboratory reagents, with specified quantities for each part: 1. Part 1: Immunochemical tests: 49,150 units/year, totaling 196,600 units over 48 months. 2. Part 2: Clinical chemical tests: 699,000 units/year, totaling 2,796,000 units over 48 months. The buyer commits to purchasing 70% of the total specified quantity during the contract period, starting from the installation date of the laboratory automation devices (October 1, 2025). Suppliers can submit complete bids for each part, but partial bids within a part are not allowed. If a supplier does not submit a bid for any test within a part, the entire bid for that part will be invalid. Bids can be submitted for both parts. The provision of suitable devices for conducting the tests is mandatory. The responsibility and total cost of providing these devices, including training laboratory personnel and maintaining the devices, is the supplier's obligation as detailed in the contract draft. Bids cannot be submitted as "package offers" that combine parts. The buyer will provide technical documentation as part of the procurement documentation, which includes minimum technical requirements for devices and reagents, pricing tables for reagents and supplementary items, and specification sheets for the devices. Suppliers are reminded that certain documents must be submitted as part of the bid, and failure to do so will result in the inability to rectify the omission. The buyer will ensure the possibility of rectifying omissions in accordance with the relevant regulations. Suppliers must also demonstrate the equivalence of any equivalent items offered in their bids.
