Climate Assessment for Financial Institutions 2026-2027

The Swiss Federal Office for the Environment (BAFU) is conducting a voluntary climate assessment for the Swiss financial market at least every two years, as mandated by the Climate Protection Ordinance (KlV). This assessment aims to evaluate the climate-friendly orientation of financial flows, identify progress, and highlight remaining challenges. It will also assess how the Swiss financial market contributes to climate goals. The KlV came into effect on January 1, 2025, and BAFU has developed various testing modules for this purpose. Currently, the climate assessment consists of three modules: - Real Estate/Mortgages Module (quantitative) - Equity/Corporate Bonds Module (quantitative) - Questionnaire on climate-relevant strategies and measures (qualitative) The next testing round is scheduled for 2026. This contract primarily involves the preparation and application of the 'Real Estate/Mortgages' module. The development and application of the 'Equity and Corporate Bonds' module are not included in this contract. The qualitative questionnaire will be further developed by BAFU to meet current federal needs, requiring close coordination with all modules throughout the project. Additionally, BAFU is developing a new module for biodiversity compatibility in global investments, which may also be included in the 2026 climate assessment. The contractor will be responsible for the technical execution of the entire climate assessment.
