    Brief

    This public procurement contract seeks services for the development and implementation of the National Data Collection Program (NDCP) for the fishing sector in Romania for the year 2025. The NDCP contributes to the strategic objectives for developing a sectoral policy in line with Romania's national strategy in the fishing sector, including the new Common Fisheries Policy of the EU. The contract includes a significant component of intellectual services that involve complex activities. The primary objective is to collect and transmit data from the NDCP for 2025 to the European Commission, in accordance with EU Delegated Decision 2021/1167 and the Work Plan (WP) 2025-2027 adopted by Romania. The data must be managed in computerized national databases to ensure accessibility for the Commission and transmission to end-users, in compliance with EU Regulation 2017/1004 regarding the framework for data collection, management, and use in the fishing sector. The National Data Collection Program for the fishing, aquaculture, and fish processing sectors in Romania is part of the EU program for data collection and management in these sectors. Consequently, data on the evolution of these sectors will be presented according to applicable EU regulations, decisions, and guidelines for the period 2022-2027. Suppliers can request clarifications up to 20 days before the deadline for submitting offers, and the consolidated response from the contracting authority will be provided 15 days before the submission deadline.
