Software System for Order Management and Laboratory Analysis Reporting

The Kliniken der Stadt Köln gGmbH (referred to as the contracting authority) is seeking to procure and implement a software system for order management and reporting of patient-related laboratory analyses for its hygiene laboratory. This accredited medical laboratory conducts microbiological and molecular biological examinations (including MRE screening and multiplex PCR analyses) on human samples. The goal is to replace the current paper-based processes for laboratory order requests and reporting with a digital, future-proof system. This will enhance patient safety, reduce administrative workload, and ensure seamless communication between clinical staff and the hygiene laboratory. The planned solution must integrate smoothly with the existing IT infrastructure, including the current clinic information system (ClinicCentre, mesalvo) and the laboratory information system of the hygiene laboratory (IMP-Computersysteme AG Labor). It is important to note that the contracting authority has an unused standard license for ixserv basic modules from Dedalus HealthCare GmbH. The procurement will be funded by the Hospital Future Fund (KHZF), which is financed by the European Union's Recovery and Resilience Facility (ARF). Therefore, the procurement is subject to relevant funding conditions, and specific mandatory requirements must be met to achieve funding eligibility. Beyond the initial support and service period of three years, the contracting authority has the option to extend the contract twice for one year each, up to a maximum contract duration of five years. The contractor (referred to as the supplier) will be responsible for the comprehensive implementation and commissioning of the order management system, ensuring it is ready for acceptance, essentially free of defects, and compatible with the current IT landscape. All necessary services from project planning and installation to support and service must be provided as outlined in the specifications.
