Evaluation Consulting Services for Regional Centers Supporting Housing Investments

This public procurement contract aims to evaluate the activities of Regional Centers that support housing investment. The evaluation's outcomes will contribute to the effective management of the implementation of the Concept for Regional Centers supporting housing investments. The goal is to assess the procedural setup, efficiency, and impacts of the Regional Centers' activities in municipalities, considering the perspectives of employees, clients, and other stakeholders. The evaluation will result in an initial report, two interim reports, and a final report. A detailed description of the contract subject is included in Annex 1 of the tender documentation. Regional Centers provide comprehensive consulting, information, and educational services to municipalities and non-profit organizations. They are part of the National Recovery Plan (NPO), under component 2.10 – Reform of Affordable Housing, planned to last until June 30, 2026. Regional Centers are a key tool for supporting the development of affordable and energy-efficient rental housing in the Czech Republic from 2024 to 2026. The establishment of Regional Centers is based on the Council Implementing Decision of the European Union and the description of component 2.10 approved by the Czech government. The State Fund for Investment Support (SFPI) is responsible for project implementation, while the Ministry of Regional Development (MMR) owns the component and has a supervisory role regarding compliance with the requirements of the European Commission and the NPO. The results and recommendations of the evaluation will serve MMR as the component owner and SFPI as the program implementer for the Regional Centers.
