Debt Resolution Services Framework

Derby City Council is seeking suppliers to establish a framework for Debt Resolution Services. This framework will also be available for Derby Homes. The services required include managing corporate debt such as Council Tax, Business Rates, Commercial Rents, and overpaid Housing Benefits, as well as recovering Social Care and Miscellaneous Sundry Debts. Additionally, the framework will include Litigation Services and Data Analytics related to debt management. The framework is divided into three lots: - Lot One: Enforcement Services (minimum of three suppliers will be appointed) - Lot Two: Litigation Services (one supplier will be appointed) - Lot Three: Data Analytics Services (one supplier will be appointed) The procurement process will occur in two stages: 1. **Initial Stage (Stage One)**: Suppliers will complete a Pre-Qualification Stage (PSQ) to demonstrate their financial standing and technical ability. Only those who pass this stage will move on to Stage Two. 2. **Quality and Pricing (Stage Two)**: Bidders will answer quality questions regarding their approach to the contract and submit pricing for their chosen lots. Due to potential changes in local government structure, the estimated value of the contract may increase significantly, with Lot Two potentially rising by up to £100,000 and Lot Three by an additional £45,000. Suppliers are encouraged to indicate how they could accommodate these potential increases and provide indicative pricing for future needs. This information will assist in planning but will not be scored.
