    Brief

    Portsmouth City Council is seeking qualified contractors to join a multi-contractor framework for delivering building safety remediation projects across higher risk residential buildings in the Portsmouth area. The framework will consist of up to 6 contractors split into a Primary Tier (up to 4 contractors) and Secondary Tier (up to 2 contractors for contingency). The framework will be established by September 2026 and run for 4 years, extendable by up to 2 additional years to a maximum of 6 years. The estimated total value is £60m-£120m over the maximum 6-year period, covering approximately 30% of the Council's low to medium rise blocks alongside high-rise works. Framework establishment will be based on tender evaluation for the Mill Gate House project (a 21-storey residential block requiring £5-6m of fire safety and building compliance remediation works commencing April 2027). The highest-scoring contractors (within 20% of the top score) will be allocated initial pipeline packages of work, each comprising 3 higher risk buildings valued at £7-9m. Contractors must act as Principal Designer and Principal Contractor, managing complex multi-disciplinary works including fire stopping, compartmentation, door and window replacements, ventilation systems, electrical upgrades, asbestos removal, and structural repairs. Successful delivery requires significant resident engagement, design management, Building Safety Regulator compliance, and ability to work in occupied buildings. Works typically involve specialist fire remediation combined with general property repairs and refurbishment across both communal and individual dwelling areas.
