    Warrington Borough Council is seeking a single Lead Alliance Partner (LAP) to serve as the prime contractor for delivering Financial Resilience Services under the Crisis and Resilience Fund. The LAP will hold full contractual responsibility for end-to-end delivery, performance, and compliance of all services, including those delivered through subcontractors or alliance partners. Key requirements include: demonstrating strong understanding of local community needs and maintaining effective links with local services and referral pathways; ensuring support is responsive, culturally appropriate, and accessible to diverse populations; and maintaining overall accountability for outcomes, quality standards, and regulatory compliance (which cannot be delegated). While service delivery elements may be subcontracted, the LAP remains solely responsible for ensuring all partners meet required standards and performance targets.
