    Brief

    The Department for Science, Innovation & Technology (DSIT) is commissioning an independent Network and Cyber Risk Assessment of the UK Public Emergency Call Service (PECS), which handles approximately 37 million 999 and 112 calls annually. This critical national infrastructure is jointly managed by Communication Providers, BT as the Centralised Handling Authority, and Emergency Authorities (Police, Fire, Ambulance, Coastguard). Following BT's major service failure in June 2023 that disrupted nearly 10,000 callers for over ten hours, Government and Ofcom reviews identified significant gaps in cross-system visibility, response procedures, and comprehensive risk information across the end-to-end call chain. This assessment will evaluate network and cyber risks across all system interfaces and organisational dependencies. The procurement is funded through the Integrated Security Fund and led by DSIT's Telecoms Security and Resilience team. Successful applicants will work with DSIT, Ofcom, emergency services, BT, Communication Providers, and devolved administrations to develop a holistic understanding of vulnerabilities in this multi-organisation, multi-technology system that combines legacy TDM/PSTN infrastructure with next-generation IP and cloud technologies. This is a high-priority Government initiative to enhance the resilience of the nation's emergency call handling capability.
