Leeds City Council is seeking providers to deliver Short Breaks services through an Electronic Market Place (EMP) for children and young people with Special Educational Needs and/or Disability (SEND) who live in Leeds. Eligible children and young people must have an Education, Health & Care Plan (EHCP) or be awaiting assessment. Services will be allocated by the Local Authority Short Breaks Panel based on individual needs and EHCP outcomes. Providers should be capable of delivering support in one or more of the following areas: personal and intimate care, medical interventions, behaviour management, anxiety support, and communication/interaction needs. All staff must receive appropriate training to meet the diverse and complex needs of service users. Children and young people accessing this service typically require continuous or near-constant high-level support. This is a citywide framework opportunity with an annual contract value of £1,210,000. Providers should be experienced in working with children and young people with complex SEND and be able to offer flexible, person-centred services that enable choice where possible.
