Housing Improvement and Maintenance Contract

Sandwell Metropolitan Borough Council invites tenders for a two-year interim capital programme to improve and maintain council-owned housing stock. The programme addresses housing condition issues identified through surveys, maintenance records, and resident feedback to meet current housing standards and reduce reactive repair costs. Work will be prioritised based on urgency, health and safety risks, and frequency of repairs needed. The contract encompasses four main work categories: Component Replacement: Kitchen and bathroom replacements, window and door replacements, roof renewals, plastering, flooring renewals, and minor structural works. Electrical Works: Full or partial rewiring, consumer unit replacements, earthing and bonding upgrades, electrical accessory renewals, smoke and heat alarm upgrades to current standards, and testing and certification with documentation. Retrofit and Energy Efficiency: Insulation improvements (subject to property suitability), ventilation upgrades for air quality, draught proofing, heating controls and efficiency enhancements, plus associated decorations and reinstatement. The contract value is £9,600,000 per annum (£19,200,000 total over two years) and runs from 1 February 2027 to 31 January 2029.
