    Brief

    Oxford City Council seeks a comprehensive study to forecast how economic growth will drive footfall, movement patterns, and demand across Oxford's city centre through 2045. The successful supplier will develop an evidence-based analysis that quantifies the scale, timing, and geographic distribution of growth across key demand drivers including population, employment, visitor numbers, bus and rail usage, and other factors. The study will identify where demand concentrations are likely to occur, assess whether current infrastructure and public realm can accommodate projected growth, and highlight emerging pressures or constraints on streets, spaces, and transport interchanges. This analysis will form the foundation for the City's movement and public realm strategy, providing robust data to support transport modelling, scenario testing, and the development of a City Centre Movement and Public Realm Masterplan. This commission is the first phase of a three-part programme that also includes transport testing and masterplan development.
