    Brief

    Shropshire Council is seeking a service provider or consortia to supply, install, connect, and operate electric vehicle charging infrastructure (EVCI) across Shropshire through the Local Electric Vehicle Infrastructure (LEVI) fund. The Council aims to deploy approximately 550 new charging devices, doubling current capacity, with installations primarily consisting of standard 7kW devices and options for 22kW fast chargers and limited 50kW+ rapid chargers where network capacity permits. Devices will be located on-street or on Council-owned land. The successful service provider will be appointed under a 15-year concession contract (with one-year extension option) to own, operate, and maintain the infrastructure. The Council will invest £2,006,000 in LEVI capital funding alongside service provider investment. A competitive procurement process is planned for 2026, with service provider appointment expected in early 2027 and first charge points operational by end of 2027. The procurement timeline includes a 4-week premarket engagement phase, two-stage competition (PSQ and ITT), post-tender dialogue, BAFO, evaluation, standstill, and contract award over 28 weeks. The Council is considering whether to divide the opportunity into lots or appoint a single supplier based on preferred sites, charging speeds, and market feedback. Bidders will receive access to the Council's updated EVI Strategy and standardized LEVI Support documentation via the NEVIS platform.
