Brief

This contract involves expert consulting services to assess changes and ensure compliance with the Do No Significant Harm (DNSH) principle in projects carried out by the Final Beneficiary of Support (OOW) under Action A2.2.1. This action focuses on investments in the implementation of environmental technologies and innovations, including those related to the Circular Economy (GOZ) as part of the National Recovery and Resilience Plan (KPO). The expert service will include evaluating the compliance of proposed changes with the objectives and assumptions of the contract, as well as assessing adherence to the DNSH principle in the projects. The analysis of potential changes will be based on requests from the OOW, information and data contained in the contract, and program documentation for Action A2.2.1 of the KPO. Compliance with the DNSH principle during project implementation will be evaluated based on information in the contract, payment requests, documentation provided by the OOW, and program documentation for Action A2.2.1 of the KPO. If additional information is requested, the expert service will also consider explanations provided by the OOW. Each expert will be required to provide a justification for their assessment and conduct an analysis regarding the proper implementation of changes in the project and/or the compliance with the DNSH principle in the specific project. The total planned number of expert services is a maximum of 500 (including both positively and negatively verified cases). Expert services will be conducted using the Ordering Party's Information System, in close cooperation between the Contractor and the Ordering Party. The Ordering Party anticipates assigning the Contractor to review a maximum of 300 requests for changes and 200 related to assessing compliance with the DNSH principle in the projects. A detailed description of the subject of the contract is included in Annex 1 to the Terms of Reference.
