    Brief

    The Schmalkalden-Meiningen district intends to renovate the Friedrich Schiller State Primary School in Zella-Mehlis. The school building was constructed in 1913, with an extension added in 1960 and a workshop building completed in 1977. The main building has a three-story structure, including a basement, ground floor, first and second floors, and an unfinished attic. The building features a solid construction with reinforced concrete ceilings supported by walls. The staircases are made of granite steps with metal railings. The upper part of the stairwells has a concrete ceiling topped with a gabled roof. The roof structure is made of wooden beams covered with tiles. The building has mostly plastic windows and some wooden ones. The attic in the main building is finished. The spatial layout of the school includes: Ground floor - kitchen, dining room, emergency control center, classrooms; 1st floor - classrooms; 2nd floor - classrooms; Attic - unfinished. The school currently serves 211 students in grades 1 to 4 across 10 classes, with a staff of 23 teachers, 1 secretary, 1 caretaker, 1 cleaner, and 1 cafeteria worker. The dimensions of the main building are: Length: 44.75 m x Width: 12.10 m = 541.48 m2; Extension: Length: 10.36 m x Width: 8.50 m = 88.06 m2; Workshop building: Length: 24.95 m x Width: 11.89 m = 296.66 m2; Total ground area = 926.20 m2, resulting in a gross floor area of 2,644.00 m2. Renovation measures completed by 2024 include: 2011 roof renovation, partial window replacement with plastic, installation of a steel staircase as a second escape route, 2010 restroom renovation, partial electrical installation renewal in the attic for one room in 2023, and partial floor covering renovation in the workshop room in 2024. The planned renovation starting in 2025 will include: - Renewal of sanitary facilities - Replacement of windows and doors - Installation of a modern heating system - Renewal of electrical installations - Upgrading lighting - Renewal of fire protection and safety systems - Emergency and escape route lighting, emergency lights - Fire doors - Fire alarm, intrusion alarm, smoke detection system, smoke detectors - Motion detectors and speaker systems - Locking systems - Painting and plastering work - Facade repair and painting - Tiling and flooring work - Pile and edge protection - Shading systems / sun protection - Photovoltaic system with battery storage - Data network, LAN, and WLAN - Acoustic treatment in hallways, stairwells, and classrooms - Elevator for barrier-free access, accessible restroom, guidance system for accessibility - Emergency alert system (emergency response system) - Furniture/IT equipment - Outdoor facilities. This investment project will be funded through the school construction funding guidelines from the state of Thuringia. The project was registered for program planning with the Thuringian Ministry of Infrastructure and Agriculture in 2024. The estimated gross costs according to DIN 276 are: KG 300 - Building, construction: 2,912,600 EUR; KG 400 - Building, technical systems: 1,295,500 EUR, including KG 410 - Wastewater, water, gas systems: 183,000 EUR; KG 420 - Heating systems: 323,800 EUR; KG 430 - Air handling systems: 43,300 EUR; KG 440 - High voltage systems: 486,000 EUR; KG 450 - Telecommunications and information technology systems: 148,300 EUR; KG 460 - Lifting systems: 111,100 EUR; KG 500 - Outdoor facilities: 725,100 EUR.
