Procurement of Microsoft Licenses

The Municipal Accident Insurance of Bavaria (KUVB) is seeking a qualified partner to provide Microsoft licenses as part of an Enterprise Agreement or an equivalent contract. This procurement is essential for maintaining uninterrupted access to software currently under an existing agreement that expires on November 30, 2025. The KUVB operates an IT infrastructure with approximately 110 servers, primarily using Microsoft Windows Server, Linux, and IBM i/OS. Currently, Windows 10 is the standard operating system for about 400 IT users, with Office 2016 Professional as the office suite. The transition to Windows 11 is planned for 2025, depending on compatibility with existing applications and hardware requirements. The procurement will also include an optional MS365 portfolio, with a decision on transitioning from on-premise to cloud products made at the time of contract award. The procurement is divided into two lots: Lot 1 focuses on the Microsoft license portfolio, which includes enterprise-wide software use, rights to product updates, downgrades, and maintenance, as well as flexible adjustments to user numbers. Lot 2 involves an annual license audit as detailed in the attached performance specifications. The deadline for submissions is August 21, 2025.
