Open-House Discount Contracts for Pharmaceuticals in Germany (2025)

The health insurance funds (whether HEK and/or hkk participate in each lot is determined by the designation of the respective lot) aim to establish discount contracts with all suitable pharmaceutical companies according to § 130a Abs. 8 SGB V for the active ingredients, combinations of active ingredients, or forms of administration, strengths, or finished medicinal products specified in each lot. The medicines covered by the contract are, unless exceptions are specified in the contract, all interchangeable finished medicinal products of the contracting partner according to the framework agreement on medicinal supply in accordance with § 129 Abs. 2 SGB V. The contract is concluded within the framework of the Open-House procedure: Individual negotiations on contract contents will not be conducted, and uniform conditions apply. The health insurance funds do not guarantee exclusivity to individual contracting partners. The contract duration is generally a maximum of 24 months, starting no earlier than September 1, 2025 (any differing start times are specified in the respective lot). The contract ends no later than August 31, 2027 (any exceptions are specified in the respective lot), regardless of the contract conclusion date.
