Procurement of Bus Parts and Accessories in Hungary

This contract involves the establishment of a Dynamic Purchasing System (DPS) for the procurement of parts and accessories necessary for buses. The total value of the system is planned to be a maximum of 30 billion HUF (approximately 100 million EUR) over a period of 36 months. The expected maximum value of contracts within this category is 300 million HUF (approximately 1 million EUR). The DPS allows any economic operator that meets the eligibility criteria set by the contracting authority to join at any time during its duration. Detailed technical specifications and contractual conditions for specific procurements will be provided to those who submit a valid application to the DPS. The estimated quantity is based on previous usage experiences, but actual procurement quantities may vary. Participants must declare their acceptance of the general contractual conditions of the contracting authority as part of their application. After successfully concluding the participation phase, the contracting authority will send out invitations to tender to qualified participants when specific procurement needs arise. Any economic operator can join the system during its 36-month validity period, provided they submit a valid application through the EKR system. In the second phase, bidders must submit the required documents and declarations as specified in the procurement documents and technical descriptions. Delivery deadlines will be specified in the invitation to tender, with orders expected to be fulfilled within 3 to 10 calendar days based on individual framework contracts. The contracting authority may set different delivery deadlines. The contracting authority may conduct the procedures with one or more parts of the tender. In case of delayed or faulty performance, penalties will be applied, and warranties will be required. More detailed conditions for the fulfillment of the framework contract are included in the General Terms and Conditions (GTC) and the draft framework contract issued during the tender phase. The GTC contains general provisions for performance, which may vary depending on the nature and packaging of the product, and the contracting authority will highlight relevant regulations.
