Romania – Solutions for Infusions – Infusion Solutions III

This contract is a framework agreement for a duration of 24 months from the date of signing, involving 2 economic operators. An open bidding procedure was chosen, with a participation announcement, because the total value of all lots exceeds the threshold specified in Article 7, paragraph (1), letter c) of Law no. 98/2016, with subsequent amendments and completions. Given that the products involved in this procurement are medications used in the treatment of patients, and the number of patients is variable with the exact quantity of medications unknown at this time, a framework agreement was selected as it allows the contracting authority to award subsequent contracts monthly or quarterly, depending on actual needs and allocated funds for their purchase. The framework agreement is concluded without re-competition. The subsequent contract will be concluded within an estimated period of 7 days from the conclusion of the framework agreement, only at the request of the coordinating physician. Subsequent contracts will be concluded based on the budget allocation from the National Health Programs. Products will be purchased from the first-ranked supplier until the quantity is exhausted. If the first-ranked supplier declines the requested product at that time, products will be purchased from the second-ranked supplier, and so on. Please see the Framework Agreement Model.
