Medical Supplies Procurement in Romania

This contract involves the procurement of various medical supplies necessary for the treatment of hospitalized patients, as outlined in the attached specifications. The need for these products was documented in a necessity report (No. 2984/14.02.2022) prepared by Raluca Tarba, Director of Nursing, and Dr. Adriana Moldovan, Head of the UPU-SMURD department, which was approved by the management of SJUSM. The procurement will be conducted through a framework agreement lasting 36 months, with an estimated minimum of 1 and a maximum of 12 subsequent contracts to be awarded each calendar year. Each lot will have minimum and maximum estimated quantities as specified in the specifications. The largest subsequent contract quantity will be the maximum quantity for 12 months. The estimated minimum and maximum quantities for the products listed are approximate, and the contracting authority will award subsequent contracts based on need and budget availability. Some lots have not been subject to previous public procurement procedures, while others have been previously attempted but could not be awarded due to various reasons such as lack of bids or non-compliance with technical, financial, or administrative requirements. Given that the supply of medical materials depends on the number of patients, which is not precisely known at the start of the procurement process, the contracting authority has decided to finalize the procedure for each lot by establishing a framework agreement for 36 months with multiple bidders. The deadline for the contracting authority to respond clearly and completely to all requests for clarification or additional information will be 11 days before the deadline for submitting bids, in accordance with Article 160 in conjunction with Article 161 of Law 98/2016 and its subsequent amendments. Suppliers have 20 days to request clarifications before the bid submission deadline.
