Romania – Electric Meter Repair and Maintenance Services

This procurement opportunity involves the provision of services related to the reading, disassembly, repair, inspection, and installation of electric meters. The services include meter reading, disassembly, meter replacements, sealing/unsealing, disconnections, terminations, reconnections, and reactivations. The estimated minimum and maximum quantities for the framework agreement are detailed in the attached financial summary (Form F11/lot). The estimated minimum and maximum quantities for subsequent contracts and their frequency are outlined in Annex 1 of the documentation. The frequency of subsequent contracts to be awarded is 2 years for the Banat/Dobrogea area and 1 year for the Muntenia area. The estimated value of the largest subsequent contract for each LOT is as follows: LOT 1 – Giurgiu area: 200,000.00 lei, excluding VAT; LOT 2 – North-East area: 2,500,000.00 lei, excluding VAT; LOT 3 – South-West area: 2,500,000.00 lei, excluding VAT; LOT 4 – Constanta: 2,500,000.00 lei, excluding VAT; LOT 5 – Tulcea: 900,000.00 lei, excluding VAT; LOT 6 – Calarasi: 900,000.00 lei, excluding VAT; LOT 7 – Ialomita: 800,000.00 lei, excluding VAT; LOT 8 – Arad: 1,500,000.00 lei, excluding VAT; LOT 9 – Hunedoara: 1,100,000.00 lei, excluding VAT; LOT 10 – Caras Severin: 1,100,000.00 lei, excluding VAT; LOT 11 – Timis: 1,800,000.00 lei, excluding VAT. Interested economic operators can request clarifications or additional information until the 20th day before the deadline for submitting offers. If requests for clarifications or additional information are made within the specified timeframe, the contracting entity will respond clearly and completely on the 11th day before the deadline for submitting offers (according to Article 172 (2) and 173 (1) of Law 99/2016, updated). The contracting entity will only respond to requests for clarifications made by economic operators by the established deadline, in accordance with Article 29 (3) of HG 394/2016. Offers can be submitted for one, both, or all lots corresponding to each operational region (Muntenia, Banat, Dobrogea). The maximum number of lots that can be awarded to a bidder is as follows: For the Muntenia operational region (lots 1-3) - a maximum of two lots can be awarded to a bidder; For the Dobrogea operational region (lots 4-7) - a maximum of three lots can be awarded to a bidder; For the Banat operational region (lots 8-11) - a maximum of three lots can be awarded to a bidder. If, after applying the award criteria and evaluation factors, a bidder is awarded more lots than the maximum allowed, the objective and non-discriminatory criteria and rules that will apply to determine which lots will be awarded to the same bidder are: - At the level of each operational region (Muntenia, Banat, Dobrogea), the bidder ranked first in the ranking of each lot will not be awarded the lots where the difference between the first-ranked offer and the second-ranked offer is smaller compared to the same difference in the other lots (at the operational region level). For the remaining lots, after applying point A, the next ranked bidder for that lot will be considered. NOTE: Exceptionally, if there are not enough bidders for a lot to apply the mentioned rules (stage A/B), the award will be made according to the ranking order, even if this means awarding more than 2 lots to a single bidder for the Muntenia region/3 lots for the Banat region and 3 lots for the Dobrogea region (depending on the number of lots in each operational region - Muntenia, Banat, Dobrogea).
