Brief
This contract opportunity involves the supply, installation, commissioning, staff training, and warranty service of medical equipment for the National Multi-Profile Transport Hospital "Tsar Boris III". The deliveries will take place at 104/108 Maria Luiza Blvd, Sofia. The scope includes: - Delivery of medical equipment; - Installation of the delivered equipment; - Commissioning of the delivered equipment; - Training of the hospital staff on the use of the equipment; - Warranty service during the warranty period; - Supply of necessary spare parts and components during the warranty period. All costs related to warranty service and maintenance are the responsibility of the contractor, including transportation of the equipment for repairs outside the hospital premises. The contractor assumes full responsibility for any loss or theft of the equipment while it is not on the hospital's premises. According to Article 21, paragraph 6 of the Public Procurement Act, the contracting authority has the right to award separate lots under the rules applicable to the individual value of each lot, provided that the value of the respective lot does not exceed 156,464.00 BGN for supplies and services, and the total estimated value of the lots awarded this way does not exceed 20% of the total estimated value of the contract. For Lot 3, both conditions are met. The estimated value of Lot 3 is 32,000.00 BGN excluding VAT, representing 16.30% of the total estimated value of the contract. Being less than 50,000.00 BGN excluding VAT, it falls under the provisions of Article 20, paragraph 4, item 3 of the Public Procurement Act. Therefore, based on Article 21, paragraph 6 of the Public Procurement Act, Lot 3 will be awarded according to Article 20, paragraph 4, item 3 - through direct assignment. The remaining value of 164,300.00 BGN excluding VAT is the estimated value of the remaining lots and will be awarded according to Article 18, paragraph 1, item 1 of the Public Procurement Act. Funding will be through targeted capital expenditure funds provided by the Ministry of Transport, and the execution contract will be concluded conditionally, in accordance with Article 114 of the Public Procurement Act. The minimum requirements regarding the type, technical data, and characteristics of the medical equipment to be supplied are detailed in the Technical Specification in Excel format, which is an integral part of the documentation. Wherever standards are mentioned in the Technical Specification, they should be read and understood as "or equivalent", allowing participants to propose equipment with equivalent technical characteristics in their Technical Proposal. The technical parameters must be clearly stated with values wherever applicable.
