Meter Reading Services for Helen Sähköverkko Oy

Helen Sähköverkko Oy (referred to as HSV or the Buyer) provides electricity network services in its service area. HSV is responsible for connecting electricity connections to the network, transferring and distributing electricity, and measuring electricity consumption. This procurement concerns Metering Devices, the implementation of the AMR4 Project, and the acquisition of Remote Reading Services as described below. Helen Sähköverkko Oy is requesting proposals for Metering Devices related to the AMR4 Project and for Remote Reading Services for installed metering devices. Mandatory options are also requested for the supply of Metering Devices to meet the Buyer’s customer-oriented needs. The number of Metering Devices to be replaced in the AMR4 Project is approximately 230,000 units. The work will take place in the Buyer’s distribution network area, mainly in the suburban areas of Helsinki. The implementation of the project and the provision of Remote Reading Services will be procured as a complete service from a single Supplier. The Supplier will be fully responsible for the functionality of the remote reading system and the quality of the services provided through it. At the beginning of the contract period, the Supplier's Remote Reading Service will include approximately 1,000 Metering Devices from the pilot phase of the Implementation Project, after which Metering Devices will be transferred to the service as the meter replacements of the AMR4 project progress. Additionally, the overall solution must include the following additional procurement options, which the Buyer will decide on. The options are included in the comparison of life cycle costs of the proposals. - Procurement of Metering Devices for the Buyer’s end customer needs for the years 2026 - 2028 + indefinitely thereafter (mandatory option). Estimated quantity 8,000–18,000 units/year. Optional options to be offered at the Buyer’s discretion. - Additional features of the Remote Reading Service or Metering Devices mentioned in the request for proposals.
