Brief
The contracting authority (CA) intends to conduct a negotiated public procurement procedure in three parts, resulting in a framework agreement (FA) with one bidder for each part. The framework agreement will be valid for 36 months from the date of signing, with a possible extension of up to 12 additional months. The CA allows partial bids for the following sections: I. Section: Budapest and its surrounding area II. Section: Western Hungary III. Section: Central and Eastern Hungary. Based on the signed framework agreement, the implementation of the public procurement will be carried out through direct orders (framework contracts) as per Section 105 (1) a) of the Public Procurement Act. The duration of the framework contracts is one year, except for those contracts signed during the extended period of the framework agreement, which can last for a maximum of 12 months. The CA is not obliged to carry out the procurement based on the framework agreement according to Section 104 (7) of the Public Procurement Act. The winning bidder's task (for the respective section) is to clean various railway passenger vehicles involved in public transport and to disinfect them in case of infection or epidemic (I. Section: Budapest and its surrounding area: 13 cleaning locations; II. Section: Western Hungary: 29 cleaning locations; III. Section: Central and Eastern Hungary: 33 cleaning locations) in compliance with the requirements set out in the procurement documents, in the following quantities: The CA defines the planned service quantities in 'performance units', as not all service items can be quantified in piece units. Performance unit = the quantity according to specified units (pieces, m2, hours) for each cleaning task. In the case of a successful procedure, the CA will sign a framework agreement for I. Section: Budapest and its surrounding area for a total of 8,748,760 performance units (36 months) (+ an additional maximum of 2,896,920 performance units for a possible 12-month extension); for II. Section: Western Hungary, a total of 4,121,568 performance units (36 months) (+ an additional maximum of 1,363,689 performance units for a possible 12-month extension); for III. Section: Central and Eastern Hungary, a total of 6,865,229 performance units (36 months) (+ an additional maximum of 2,278,443 performance units for a possible 12-month extension). The public procurement procedure aims to carry out cleaning tasks related to the operation of the public service network, and the framework agreements to be signed under this public procurement are necessary for the fulfillment of the Public Service Contract, which is essential for the daily operation and normal business of the CA. The cleaning service pertains to railway vehicles participating in the CA's public transport as per the Public Service Contract. One important measurement area of the Public Service Contract is the cleanliness of the exterior and interior of railway passenger vehicles. To meet the quality expectations regarding the cleanliness of railway passenger vehicles, the bidder must consider that the service to be provided as a result of this public procurement requires a very high level of human resources, as it is associated with a service that must be performed continuously at multiple locations according to a tight schedule, and must be maintained in relation to the CA's public service activities. Based on the CA's previous experiences, the Cleaning Specification includes the standard times defined for each type of cleaning and the planned quantities of each cleaning task (a total of approximately 1,600 cleaning tasks performed daily on 75 cleaning locations across various railway vehicles), estimating that for Section I, approximately 250 full-time equivalent hours without loss of time may be necessary; for Section II, approximately 180; and for Section III, approximately 220. The CA emphasizes that the previously mentioned staffing data is based on the estimated number of staff required according to the services performed under previous contracts. The CA aims to illustrate the scale of the service with this data, while also highlighting that the bidder must forecast the bid price and commitments considering the duration of the framework agreement, the payment and other conditions specified therein, as well as the quantities defined in the price list related to the respective section, and any additional information provided during the procurement documents (hereinafter referred to as KD) and the technical content uploaded as part of it. The CA intends to use the services procured under this procurement for the activities to be carried out under the Public Service Contract, which includes obligations regarding the required service level and a penalty system applicable in case of non-fulfillment. The detailed requirements for the services to be procured are contained in the framework agreement, the framework contract, the technical specifications, and their annexes, which the winning bidder is obliged to comply with during the performance.
