Housing Management System (HMS) - Cloud-Based Software Supplier

Housing 21 is seeking a supplier to deliver a modern, cloud-based Housing Management System (HMS) that serves the organisation's devolved operational model. The system must provide core functionality that supports different user profiles across Housing 21, from central corporate functions to Regional Managers and Local Housing Managers responsible for individual schemes. The HMS should be intuitive, flexible, and scalable, delivered out-of-the-box with optional enhanced functionality modules available. Suppliers must meet minimum core functionality requirements to be considered. The contract runs for 5 years with three optional extensions (2 years, 2 years, and 1 year). The procurement follows a three-stage process: Stage 1 (Conditions of Participation), Stage 2 (Tender), and Stage 3 (Optional Negotiation). Housing 21 reserves the right to invite more than three highest-scoring bidders to Stage 2.
