Open House Model for Safinamide Drug Discount Agreements in Germany

This contract opportunity involves establishing non-exclusive discount agreements for the drug Safinamide (ATC Code: N04BD03) under Section 130a (8) of the German Social Code (SGB V). The agreements will be made through an Open House model, allowing all interested pharmaceutical companies to participate during the application period, provided they meet the participation requirements. Individual contract negotiations will not take place, and exclusivity in supply is not guaranteed. The quantity of drugs to be purchased is uncertain, as it depends on demand, the number of insured individuals, prescribing behavior of doctors, and the dispensing practices of public pharmacies. Minimum purchase quantities are not guaranteed. Interested pharmaceutical companies can download the participation documents from the German Procurement Portal (DTVP) after applying for access to the project room. Once access is granted, they can view the documents, which include the discount agreement and the associated discounts, and must be kept confidential. Any sharing of these documents with third parties requires prior written consent from the contracting authority. If a company decides not to participate, all documents must be securely destroyed. The required submission documents are outlined in the 'Cover Letter' and 'Contract Conditions Explanation' available in the project room. Communication, including the submission of participation documents, will occur electronically via the DTVP portal. The first deadline for submission of participation applications is August 5, 2025, with further deadlines available in the project room. If a deadline falls on a weekend or public holiday, the next working day will be the new deadline. Late submissions will be considered at the next submission deadline. The discount agreement will end by August 31, 2026, regardless of the contract signing date. The contracting authority reserves the right to terminate the Open House procedure early, especially if exclusive discount agreements are concluded; in this case, existing agreements will end according to contractual terms. Based on the contracting authority's experience, exclusive discount agreements typically take effect 8 to 12 months after the publication of the relevant contract notice in the EU Official Journal.
