    Brief

    The procurement involves acquiring CBRNE (Chemical, Biological, Radiological, Nuclear, and Explosives) detection equipment based on IMS technology, along with installation, maintenance, and repair services for these devices. The detailed specifications and requirements are outlined in the tender documents. The detection equipment is a component of the Customs' hazardous materials detection and identification system. Its purpose is to detect, preliminarily identify, and alert personnel to the presence of hazardous gaseous substances in the air, as well as to preliminarily identify and indicate hazardous solid and liquid materials. The buyer plans to purchase approximately 4-6 detection devices from the winning supplier, with an option for an additional 2 devices. Only one supplier will be selected for this procurement. The contract is expected to commence in September 2025 and will remain in effect until terminated as specified in the contract. The estimated total value of the contract over four years is between €150,000 and €240,000 (excluding VAT), including options. The procurement has not been divided into lots because the content and overall requirements are based on the needs of the contracting authority, and the detection devices are part of a unified hazardous materials detection and identification system. The contracting authority has previously procured various C/E detection tools separately for different purposes and environments. It is justified that all devices come from the same supplier for effective use, training, and maintenance. Dividing the procurement into lots could complicate contract execution and increase the risk of incompatibility between different parts, as well as unnecessarily raise management costs related to the procurement contract, considering its value. Therefore, the contracting authority believes that dividing this procurement into lots is not operationally or economically viable.
