Application Development and Support Services for eRPU System

The contract involves designing, developing, and implementing an application for recording directing acts (eRPU), along with providing technical support, maintenance services, and licensing. The contracting authority does not require the execution of the contract by sheltered workshops or social cooperatives. The authority anticipates the possibility of additional orders not exceeding 30% of the initial contract value, which is set at 323,552 PLN net. These additional orders will involve similar services as described in this procurement process. The application aims to assist users in processing and publishing directing acts and organizing the records of these acts. It requires multiple integrations with the contracting authority's systems, such as EZD PUW, Active Directory, BIP MK, CMS UMK, GSI, Kadry, and SEZAM. The software must be uniform and coherent to ensure all components function as intended. The authority believes that dividing the contract into parts is not justified due to the high likelihood of disputes between contractors, which could lead to accountability issues for errors during execution. Having a single contractor will facilitate better coordination, reduce risks of delays, and simplify management and enforcement of the contract. The authority requires that the contractor employs individuals performing telephone consultation work under an employment relationship. This requirement does not apply to individual entrepreneurs or partners in partnerships who commit to personally providing these services. The authority does not allow variant bids or electronic auctions and has conducted preliminary market consultations prior to this procurement. The authority does not require contractors to submit specific evidence and allows the use of subcontractors within the limits set by law.
