Brief
The public procurement contract involves the following activities: 1. Design: The design phase is a single stage and includes the preparation of a working investment project (WIP) for implementing energy efficiency measures in a multi-family residential building, in accordance with the design assignments and documents from the technical and energy audit of the building. An audit has been conducted to establish the technical characteristics related to the requirements of Article 169, paragraph 1 (items 1-5) and paragraph 2 of the Spatial Development Act (ZUT), as well as an energy efficiency audit according to the provisions of the regulation under Article 48 of the Energy Efficiency Act (ZEE). As a result, a technical passport and a certificate for the energy characteristics of the building in operation have been prepared. The working investment project must include all energy efficiency measures prescribed in the audit documents. The project should clarify specific design solutions to ensure the complete execution of all planned types of construction and installation works related to the energy efficiency measures outlined in the audit, as well as provide design solutions that ensure compliance with the requirements for construction under Article 169 of ZUT. The scope and content of the WIP must take into account the conditions for the eligibility of expenses for the grant under the procedure 'Support for Sustainable Energy Renovation of the Residential Building Stock - Stage I'. The working project must include at least the following parts: architecture, structures, plumbing (if necessary), electrical, HVAC (if necessary), energy efficiency, fire safety, project-cost documentation, and safety and health. The working investment project must be submitted in four (4) original paper copies, signed by the respective designers, and one (1) electronic copy on CD. 2. Construction (CIM): The execution of construction and installation works begins after the relevant building permit comes into force and is carried out according to the approved investment project. The execution of CIM is carried out in accordance with Part III 'Construction' of the Spatial Development Act. The contractor performs CIM for the project in accordance with the issued construction documents, the conditions of the contract, and the requirements of Articles 163 and 163a of ZUT. Circumstances related to the commencement, execution, and commissioning (acceptance) of CIM for the activities outlined in the investment project will be certified by the preparation and signing of the relevant acts and protocols by the participants in accordance with Regulation No. 3 of 2003 on the preparation of acts and protocols during construction. All document templates related to the investment process will be signed not only by the aforementioned participants but also by the authorized representative of the supervising authority. 3. Author supervision: In connection with the precise adherence to the investment project during the execution of CIM, the contractor, through qualified individuals who are authors of the applicable project documentation, must carry out author supervision in accordance with the requirements of Article 162 of ZUT and the execution contract. The supervision by the designers - authors of the separate parts of the working project ensures the accurate execution of the project, compliance with architectural, technological, and construction rules and norms, as well as the preparation of project documentation for the commissioning of the facility. The execution of the contract must comply with the requirements and principles set out in the National Recovery and Resilience Plan (NRRP). The contracting authority has provided the necessary information as appendices to the documentation. Detailed requirements for the execution method, as well as the planned types and volumes of work, are contained in the Design Assignment, Technical Specifications, and other parts of the procurement documentation.
