Brief

The Finnish Institute for Health and Welfare (THL) is seeking to acquire a ready-made statistical software solution. According to legal precedents, the procurement unit has broad discretion regarding the subject of the procurement. The Market Court ruling MaO 135/2023 states that: 'According to established legal practice, the procurement unit has broad discretion in defining the subject of procurement. The procurement unit does not generally need to align the requirements it sets for the procurement subject with the characteristics of devices available on the market.' Statistical software is a complex and extensive system, and its functionalities cannot be implemented through custom programming. THL requires verified secure technical connections to various databases and web drives for its statistical software. The software must include a graphical user interface and a programming interface suitable for more demanding tasks. Comprehensive documentation is also required due to security and training needs. The software must meet international collaboration requirements and be compatible with other stakeholders using SAS software. Compatibility refers to data transfer and the usability of results, which is only possible between SAS software. The software must also operate at a sufficient performance level when processing large datasets in THL's server environment, accommodating 80-90 users. Due to cost reasons, THL's server environment has limited capacity.
