National Highways is seeking a supplier to deliver and manage a 24/7 vehicle recovery and removal service across England's Strategic Road Network (motorways and major A-roads). The contract encompasses over 7,200km of roads and involves removing accident-damaged, broken-down, and abandoned vehicles. Key deliverables include: (1) National statutory vehicle removal service with a fleet of operatives responding to recovery requests; (2) Debt recovery management to collect statutory charges from vehicle owners; (3) Removal of shed loads and waste from the network; (4) Pre-positioning of recovery operatives during high-risk periods; (5) Scheme recovery support for maintenance and roadwork activities; and (6) IT systems compliant with ISO 27001 for vehicle tracking, payment processing, and integration with National Highways' Regional Operations Centres. Statutory charges are set by the Home Office. Current removal volumes average approximately 22,500 vehicles annually. This is a 10-year sole supplier contract with potential for contract extension.
