This opportunity seeks qualified assurance providers to deliver comprehensive regulatory review and validation services across three key areas: Lot 1 – Technical Assurance: Review and validate engineering designs, project scope, feasibility assessments, risk management, and technical evidence supporting regulatory submissions. This includes checking alignment between project needs and proposed solutions, verifying asset management practices, and ensuring consistency with regulatory requirements and previous submissions. Lot 2 – Cost & Efficiency Assurance: Examine cost estimation methods, unit rates, benchmarking analyses, and cost drivers. Validate risk allowances, scope-cost alignment, and change control processes. Review financial models, spreadsheets, and statistical code to ensure accuracy and identify any material variances from established benchmarks. Lot 3 – Financial Assurance: Audit financial data tables, models, and supporting documentation. Verify data integrity, formula accuracy, and consistency across all financial submissions. Validate financial assumptions (inflation, interest rates, capital structure), assess financeability under various scenarios, and ensure all financial information aligns with business plans and regulatory requirements. Suppliers should have expertise in utility regulation, financial modeling, engineering project assurance, and regulatory compliance. The successful provider will work with Anglian Water to ensure robust, auditable evidence supporting PR29 regulatory submissions.
