National Digital Twins Programme - Data Pipelines, Analytics and Visualisation Services

The Building Information Services Team (BIST) is seeking to engage suppliers for Data Pipelines, Analytics and Visualisation (DPAV) services to support the National Digital Twin Programme (NDTP). This is a market engagement notice to understand available supplier capabilities before formal procurement. About the Opportunity: The NDTP develops trusted, secure and reusable digital twin capabilities across government and the public sector, using open source technologies and data sharing to improve decision-making. Scope of Work: The successful supplier will design, develop, test, deploy and continuously improve data-driven applications and analytics products. Work will include creating data ingestion and transformation pipelines, building user-facing dashboards and visualisation tools, supporting geospatial analysis and scenario modelling, and integrating with various data services and APIs. The supplier will work within an open source delivery model and collaborate with government departments, public sector organisations and technical partners. Key Requirements: Suppliers should have experience in application development, data engineering, analytics, visualisation, open source delivery, cloud-native technologies and complex data integration. Procurement Details: This procurement will use the Government Commercial Agency (GCA) Spark DPS RM6094 framework. Contract value is estimated at up to £10.5 million, running from late 2026 to October 2029 with an optional one-year extension. The Invitation to Tender is anticipated in September 2026. Suppliers must be registered on the Spark DPS framework and pass a capability assessment questionnaire to be considered. Supplier filtering is scheduled for late August 2026. Only UK-based suppliers with Above Official security clearance are eligible.
