Wirral Borough Council is seeking an experienced developer to build affordable rental housing on two brownfield sites (former North and South Annexe Buildings) in Wallasey as part of the Wallasey Town Hall Quarter regeneration project. The opportunity requires delivery of a minimum of 75 residential units (approximately 80 units possible across both sites) comprising 100% affordable housing for rent, preferably social rent, aligned with the adopted Masterplan. The Council has identified substantial local housing need, with approximately 700 affordable homes required annually and over 5,000 households on the housing waiting list. The estimated gross development value ranges from £15-20 million (excluding VAT) or £18-24 million (including VAT), depending on commercial factors and market conditions. The Council is providing £1.7 million in grant funding to support scheme delivery. The developer will be selected through a competitive flexible procedure under the Procurement Act 2023, with practical completion required by March 2031.
