    Brief

    The Social Assistance Directorate of Piatra Neamt provides specialized services to senior beneficiaries of the Pietricica Social Center, the Social Canteen, the First Steps Day Center, the Castani Center, and the Specialized Support and Assistance Center for Children. They ensure food provision based on the number of beneficiaries. Due to varying beneficiary numbers, the need for diverse food purchases has been established. The quantities of products will be determined over a 12-month period starting from May 1, 2024, with minimum and maximum quantities specified in the specifications document. Contracts may be awarded monthly, quarterly, annually, or as needed based on the contracting authority's requirements. The buyer is not obligated to purchase the minimum or maximum quantities during the framework agreement. Purchases will depend on the availability of allocated funds. The Social Assistance Directorate reserves the right to adjust the contracted quantities based on available resources and center needs, and the supplier must accept these changes without affecting prices or other contract conditions. In justified cases, based on an approved report by the institution's director, the maximum quantity of the framework agreement may be exceeded legally. The contract duration may be extended due to situations such as appeals to the National Council for Solving Appeals or administrative-judicial appeals, with a possible extension of 30 days to ensure food provision until new supply contracts are signed, provided the necessary budget funds are available. If multiple suppliers submit compliant and acceptable offers, a separate framework agreement will be concluded for each lot with the winning bidder according to Article 115 (2) (a) of Law 98/2016 on public procurement. If a supplier wins multiple lots, a single framework agreement will be concluded covering all lots won according to Article 141 (8) of Law 98/2016 on public procurement.
