Air Transport Services Framework Agreement

This contract involves providing air transport services through a framework agreement lasting 2 years (24 months) from the date of signing. The agreement will be established with all bidders whose offers are deemed acceptable and ranked in the top 10. A minimum of 1 and a maximum of 10 operators will be contracted. Subsequent contracts for domestic and international passenger air transport services will be awarded through a competitive process among the framework agreement signatories, based on the destinations, classes, duration, and conditions set by the contracting authority. Clarification requests must be submitted exclusively through the SEAP platform in the 'Questions' section of the electronic procurement procedure, and responses will be published in the 'Documentation and Clarifications' section and the 'Questions' section of the participation announcement on the website www.e-licitatie.ro. Suppliers can request clarifications regarding the procurement documentation up to 18 days before the deadline for submitting offers. The contracting authority will respond to clarifications by the 11th day before the offer submission deadline, in accordance with Article 161 of Law no. 98/2016 and its subsequent amendments.
