The City of Ostend is seeking to implement a software solution that enables the following: 1. Monitoring of policy and management cycles with indicators: The software must provide an integrated application to track and report on policy and management cycles. It should integrate policy and finance, resulting in an overview, control, and monitoring of performance-based budgeting (PBB) documents. This includes reporting on both strategic goal achievement and financial aspects. The application will provide up-to-date reports on the status of activities in the multi-year planning and associated projects using indicators. In addition to PBB indicators, operational process indicators can also be linked through statistical data from connected software applications or manual input. 2. Project Management: The software must include a project management component for managing, tracking, and reporting on projects. 3. Monitoring of the Organizational Control System (OBS): The software will also allow for the tracking and reporting of operational objectives in the context of improvement action plans, following the guidelines in the "Guidelines for Organizational Control for Local Authorities" from Audit Flanders.
