The city of Naantali is seeking bids for school transportation services for the contract period from October 20, 2025 (target) to July 31, 2025. According to the Basic Education Act, the city is obligated to provide free school transportation for students receiving basic education, pre-education, or additional education, provided certain criteria are met. The Education Board has reviewed the transportation criteria, which can be found on the city of Naantali's website. Generally, the school transportation in Naantali is managed by Föli, but it cannot cover all students' transportation needs. Additional transportation is arranged for students who live far from bus stops or have special needs, as well as for some winter transport. If the client can utilize public transport for school transportation, they reserve the right to do so. In addition to regular transport, temporary student transportation may be needed due to accidents or other reasons (e.g., for students with casts or for educational arrangement transport), typically lasting a few weeks. In some cases, special equipment may be required for temporary transport. The transportation involves trips between home and school, scheduled on confirmed school days each academic year. No school transportation will be provided during school holidays or public holidays, and no compensation will be paid to the service provider during these times. The service provider must have sufficient resources to handle the transportation requests as per the tender and have contingency plans for instances such as illness. The service provider will not receive separate compensation for such arrangements. Any special arrangements must be reported to the client without delay. The client does not commit to specific procurement quantities; services will be procured as needed. The provided route information is only an estimate. The number of students, transportation schedules, and exact routes will be confirmed annually in August-September, and the number and location of students may vary throughout the school year. The client has the right to change routes and schedules as needed and will strive to notify changes in advance. Regarding the service provider's personnel: The service provider must ensure that the staff involved in service production are suitable for providing the services. The personnel must treat students appropriately and ensure that transportation services are provided to children, adhering to child-appropriate language and friendly behavior. Drivers must ensure safe transportation for students and guide them as needed, such as in the use of seat belts. Drivers must exercise special caution near schools and at pick-up/drop-off points. Smoking is prohibited in vehicles and their immediate vicinity. Drivers must have mobile phones to be reachable during transportation. New drivers will be trained in accordance with the contract, possibly in collaboration with the client, before transportation begins. Drivers handling school transportation have been provided with the Ministry of Education's school transportation guide. The service provider has checked the criminal records of drivers responsible for transporting minors (according to the law on background checks for those working with children). A summary of the drivers' criminal record identification information and the date of the check must be presented to the client upon request. If a driver performing the transportation has a valid conviction for drunk driving at the start of the service or is convicted during the contract period, they may not perform transportation for the client for four (4) years from the date of conviction. The service provider's tasks also include other tasks that can reasonably be considered part of the service provider's responsibilities for the implementation of the service as per the contract. The service provider must adhere to agreed schedules and routes. Transportation must comply with current legislation, regulations issued based on it, and guidelines provided by the city within its authority.
