Project Management Services for Water Supply and Sewerage Infrastructure

This public procurement contract aims to support the contracting authority by engaging external contractors to provide expert technical assistance for the organization, management, and reporting of activities outlined in the project funded under procedure BG16FFPR002-1.002 - Construction of Water Supply and Sewerage Infrastructure for 7 Water Supply Operators as part of the Environment Program 2021-2027. The consultant's expert services will ensure the quality and timely execution and reporting of project activities, adhering to the conditions of the Administrative Agreement for Non-Reimbursable Financial Assistance (ADBFPA), the documents of the Environment Program 2021-2027, and applicable regulatory documents. The selected contractor will be responsible for the overall organization and coordination of the work process for managing and executing the project and its activities, defining, specifying, and distributing specific tasks among experts. The execution of the contract includes the selection of a team of experts for the comprehensive management of the project, which 'Water Supply and Sewerage Yovkovtsi' Ltd. in Veliko Tarnovo will implement under procedure BG16FFPR002-1.002. The current public procurement is assigned for the execution of the 'Organization and Management' activity, which is a primary activity in the project proposal submission. The goal of this public procurement is the successful (in terms of time, technical, financial, environmental, and other aspects) execution of the activities planned in the project proposal. The expected results from this public procurement, related to the stated goal, are as follows: Successful project execution in accordance with the established budget, deadlines, and indicators; Compliance with the conditions of the ADBFPA and the requirements of the funding body; Efficient financial management of the project; Prepared reports (technical and financial) reflecting the progress of the project activities; Timely preparation and submission of all reports and statements as per the Program requirements; Verified amounts and avoidance of verification refusals during project activities; Quality construction of project facilities within the deadlines; Ensured coordination and control of all external contractors selected through public procurement procedures; Prepared and submitted payment requests for the project; Successful project completion. Activities that the contractor must implement within this public procurement include: Activity 1: Assisting the contracting authority with the administration of public procurement contracts, including the preparation of legal and/or technical and/or financial opinions of various natures; Activity 2: Checks regarding the eligibility of expenses and conducting on-site checks; Activity 3: Administration of the ADBFPA; Activity 4: Preparation and participation in audit missions and checks (including unplanned) by the funding body, as well as other national and supranational bodies and institutions. The full scope of activities and sub-activities included in this public procurement is detailed in the attached technical specification. At the time of announcing the public procurement, there is no signed funding contract under the Environment Program 2021-2027, therefore the contract for the public procurement is concluded under the condition of Article 114 of the Public Procurement Act.
